Key takeaways
- Test an agency's live healthcare sites yourself before the first meeting. Screenshots prove nothing.
- Ask every vendor how it handles India's Digital Personal Data Protection Act, 2023, as well as HIPAA.
- Get a written copyright assignment. Paying for a website does not, by itself, make you the owner of its code.
- Register the domain and the hosting account in your organisation's name, never the agency's.
- Walk away from anyone who guarantees a first-page Google ranking.
To choose a partner for healthcare website development in Ahmedabad, judge each agency on four things. Look for live healthcare work you can test, clear answers on Indian privacy law, a contract that gives you the code and the domain, and defined support after launch. Design matters, but it is the easiest thing to fake in a pitch.
A healthcare website development company is an agency that designs, builds and maintains websites for hospitals, clinics and other care providers, including their booking, patient-data and compliance work. This guide is for the owner or manager with two or three quotes on the desk and no fair way to compare them.
What should you look for in a healthcare website development company?
Look for proof you can verify, not claims you have to trust. A good healthcare web partner shows live sites it still maintains and explains Indian compliance in plain words. It also puts ownership of the code and domain in writing, and names its support terms before you sign.
Healthcare is held to a higher bar than most sectors. Google's Search Central guidance, updated on 10 December 2025, says its systems give even more weight to content with strong E-E-A-T (opens in a new tab) on topics that could significantly affect people's health. E-E-A-T stands for experience, expertise, authoritativeness and trust. An agency therefore needs to know how to present doctors, credentials and medical content.
Use these seven criteria as your shortlist filter.
| Criterion | What good looks like | How to check |
|---|---|---|
| Healthcare proof | Live hospital or clinic sites, still maintained | Open the URLs, not the slides |
| Indian compliance | Plain answers on consent, breach and logs | Ask the questions in the Indian rules section |
| Accessibility | Tested to the Web Content Accessibility Guidelines (WCAG) 2.2, Level AA | Ask who tests, and with what |
| Performance | Fast on a mid-range Android phone | Run the 30-minute audit below |
| Ownership | Code, designs, domain and cloud in your name | Read the contract clauses |
| Integrations | Experience with booking, hospital management (HMIS) or lab systems | Ask for one example and the API used |
| Support | Named response times, patching, backups | Ask for the maintenance terms in writing |

Ask whether the team tests against the OWASP Top 10:2025, the current list of the most common web application security risks. A blank look is an answer.
Which type of vendor fits your hospital or clinic?
The right vendor depends on what your site has to do. A single doctor's brochure site and a 200-bed hospital with live booking need different teams. Hire too small and the site breaks under its integrations; hire too big and you pay for capacity you never use.
| Vendor type | Fits best | What breaks first | Ask this |
|---|---|---|---|
| Freelancer | Single-doctor clinic, brochure site | Support when they move on | Who maintains it in year two? |
| Template or theme shop | Small clinic on a tight budget | Speed, plugin updates, data in forms | Where does form data go? |
| Generalist web agency | Clinic chain without integrations | Compliance and doctor-data workflows | Have you built for Indian healthcare? |
| Healthcare-experienced agency | Multi-specialty hospital, group, healthtech | Price, if your scope is small | Show me a live integration |

The vendor table is practitioner guidance, not survey data.
A multi-specialty hospital needs a doctor directory that stays current, booking across departments and a content management system (CMS) that lets each department publish safely. If you are evaluating hospital website development for multi-department hospitals, ask to see the doctor-profile workflow, not only the home page.
Live booking is where vendor types separate. A website can only show real slots if the hospital system behind it exposes them through an API, an interface other software can call. Ask whether the agency has built the other side of that connection. We built a hospital management platform with department-aware scheduling and role-based patient records, and that is the kind of system your website will have to talk to.
Price gaps between vendor types follow scope. Our guide to website development cost in Ahmedabad explains what drives the number. Whichever type you choose, a hospital website company in Gujarat should be able to tell you which of the four rows it belongs to.
How to audit an agency's past healthcare websites in 30 minutes
If you are comparing agencies for medical website design in Ahmedabad, ask each shortlisted agency for three live healthcare URLs it built and still maintains. Spend ten minutes on each. Any agency can show screenshots, but a live URL cannot be faked.
Start on a phone. According to a Telecom Regulatory Authority of India (TRAI) release of 28 August 2026, India had 1,027.50 million mobile wireless broadband subscribers (opens in a new tab) (PDF) at the end of July 2026. Most of your patients will meet your website on a phone, often on mobile data.
Next, run each URL through Google's free PageSpeed Insights. Core Web Vitals are Google's three measures of loading speed, responsiveness and visual stability. Largest Contentful Paint (LCP) times the main content, Interaction to Next Paint (INP) times the response to a tap, and Cumulative Layout Shift (CLS) measures how much the page jumps.
| Check | Where to look | Pass mark |
|---|---|---|
| Core Web Vitals | PageSpeed Insights, mobile tab | LCP within 2.5 s, INP within 200 ms, CLS 0.1 or less (opens in a new tab), at the 75th percentile |
| Tap targets and contrast | Phone, then a contrast checker | At least 24 by 24 CSS pixel targets and 4.5:1 contrast (opens in a new tab) under WCAG 2.2 |
| Doctor credentials | Any doctor profile | Registration number shown; the National Medical Commission (NMC) 2002 regulations require it in clinics and on prescriptions (opens in a new tab) |
| Opening hours | Site footer vs Google Business Profile | Same hours, same phone number |
| Booking form | Submit a test enquiry | Consent notice shown before you submit |
| Reviews | Home page, page source | No star markup built from own testimonials |

Google's guidance on these thresholds was last updated on 31 October 2024, and many sites still fail them. The HTTP Archive Web Almanac 2025 found that only 48% of mobile websites had good Core Web Vitals (opens in a new tab) in July 2025, measured globally. An agency whose healthcare sites pass is already ahead of half the web.
WCAG 2.2 is the World Wide Web Consortium (W3C) standard for making sites usable by people with disabilities, and Level AA is the usual contract target. Older patients, patients with tremors and anyone on a small screen rely on it.
"The power of the Web is in its universality. Access by everyone regardless of disability is an essential aspect," said Tim Berners-Lee, W3C Founding Director (opens in a new tab) and inventor of the World Wide Web. For a hospital, a booking button too small to tap is a lost appointment.
A doctor who left last year but still has a profile tells you how the agency handles content after launch.
Indian rules a medical website design agency must know
A medical website design agency should explain, without notes, how its build meets India's data protection law, the Indian Computer Emergency Response Team (CERT-In) Directions and the telemedicine rules. If the only privacy law it mentions is HIPAA, keep looking.
The Digital Personal Data Protection Act, 2023 (DPDP Act) is India's general law on personal data, and it covers patient details collected through website forms. The DPDP Rules, 2025 were notified in November 2025. A Press Information Bureau (PIB) note of 17 November 2025 describes an eighteen-month period for phased compliance (opens in a new tab), so a site you build today should be ready before that window closes. Ask the agency to show you a consent notice it has built.
Bring these questions to every pitch:
- Where does form data go after a patient submits it, and who can read it?
- How does a patient withdraw consent, and what happens to their data then?
- Where are server logs stored, and for how long?
- Who tells us, and how fast, if something goes wrong?
- Which pages carry analytics or advertising tags?
Teleconsultation adds a second rulebook. India's Telemedicine Practice Guidelines of 25 March 2020 require platforms to display each listed practitioner's name, qualification, registration number and contact details (opens in a new tab) (PDF). If you plan video consults, ask how the agency handled practitioner listings on past telemedicine work. Our telemedicine platform with e-prescriptions, built for a multi-specialty clinic network, is the kind of project to ask about.
The Ayushman Bharat Digital Mission (ABDM) is the government programme behind the Ayushman Bharat Health Account (ABHA), a digital health ID. PIB reported on 6 July 2026 that ABDM's Scan and Share service cut patient waiting time from approximately one hour to 2 to 5 minutes (opens in a new tab). Ask whether the vendor has worked alongside an HMIS team on ABDM integration.
The Health Insurance Portability and Accountability Act (HIPAA) is a US law. The US Department of Health and Human Services says its Privacy Rule applies to health plans, health care providers and health care clearinghouses (opens in a new tab). HIPAA-aware practices are useful if you treat US patients or work with US partners. For your own Indian site, the DPDP Act comes first.
Who owns the code, domain and patient data when the project ends?
You should own all of it, and the contract should say so in writing. That covers the code, designs and content, the domain name, the hosting and cloud accounts, and the patient data. Without written terms, an agency can hold any of these back when you want to leave.
Copyright is the first trap. Under section 17 of the Copyright Act, 1957, the author of a work is its first owner. Where an employee writes it under a contract of service, the employer is first owner unless agreed otherwise. In an agency build, that employer is usually the agency.
Section 19(1) of the Copyright Act says an assignment is valid only in writing, signed by the assignor (opens in a new tab). An invoice marked "paid" is not an assignment.
Patient data is the second trap. A Data Fiduciary is the organisation that decides why and how personal data is processed, which is your hospital or clinic. A Data Processor processes it on the Fiduciary's behalf, which is usually your web agency or host. The Digital Personal Data Protection Act (DPDP Act) lets you use a Data Processor only under a valid contract (opens in a new tab) (PDF), and section 8(1) keeps the legal responsibility with you.
Security incidents are the third. The Indian Computer Emergency Response Team (CERT-In) Directions of 28 April 2022 apply to service providers, intermediaries, data centres, body corporates and government organisations. They must report listed cyber incidents within 6 hours of noticing them (opens in a new tab) (PDF) and keep logs for a rolling 180 days within India. Your contract should say who watches those logs and who files the report.

|---|---|---|
| Intellectual property (IP) assignment | Written assignment of code, designs and content on payment | Copyright Act, section 19(1) |
| Data processing | DPDP processing terms, purposes and deletion on exit | DPDP Act, section 8(2) |
| Incident response | Named contact, CERT-In reporting duty, log retention | CERT-In Directions, 2022 |
| Domain | Registered to your organisation, with your email | Lets you move vendors |
| Cloud and hosting | Production accounts owned by you | Agency access can be revoked |

Ask each vendor for its written terms before you compare prices. Our own security, NDA and IP ownership terms are one example of what that page can look like. Hold every shortlisted agency to the same standard, including us.
Sales promises that should make you walk away
Walk away from any promise that a vendor cannot control or that Google has already retired. Each line below is a quick test of whether a pitch is current and honest.
- "Guaranteed number one on Google." Google's own guidance on hiring a search engine optimisation (SEO) provider says no one can guarantee a #1 ranking on Google (opens in a new tab). The page was last updated on 5 June 2026.
- "Your FAQs will show as rich results." Google stopped showing FAQ rich results from 7 May 2026 (opens in a new tab). FAQ content still helps readers.
- "We'll show your testimonials as stars in Google." Reviews that a business controls about itself are ineligible for Google's star review feature (opens in a new tab) on LocalBusiness and Organization pages, under guidance updated on 8 September 2026.
- "HIPAA-compliant" as the whole privacy answer. Useful for US work, incomplete for an Indian provider without a DPDP answer alongside it.
- "Unlimited revisions." Ask how many design and medical-review rounds the price includes. Unlimited usually means undefined.
If search work is part of the deal, our guide to SEO costs and timelines includes the questions to ask when comparing proposals.
Does healthcare website development in Ahmedabad need a local team?
Not for quality, but a local team does help with a few specific jobs. In-person work with busy doctors is the clearest gain. Judge an Ahmedabad agency and a remote one by the same tests, then give location credit only where it saves real time.
Where a local team helps:
- Gujarati and Hindi content reviewed by people who speak to your patients
- In-person content workshops and sign-off with doctors, faster than email threads
- Working hours that match yours, in the same time zone
What location does not change:
- Code quality, accessibility and performance
- Compliance under the Digital Personal Data Protection Act
- Who owns the code, domain and data
If you serve patients in two or three languages, give each language its own page address rather than a translate button. Then make sure whoever you hire for local SEO services works from the same doctor data as the site, so search listings and the website agree.
For international buyers looking at a hospital website company in Gujarat, ask three things in writing: overlap hours, a named point of contact and code ownership.
How to run the final selection in seven steps
Run the selection as a fixed process, so every vendor answers the same questions in the same order.
- Write a one-page brief. List departments, doctors, languages, booking needs and integrations.
- Shortlist three agencies. Use the seven criteria from the first section.
- Run the 30-minute audit on each agency's live healthcare sites.
- Ask for a scoped proposal. A good proposal from any website development company names its phases, demo cadence, testing before launch and what the maintenance plan covers.
- Score the proposals on the same weighted scorecard.
- Read the contract against the ownership clauses above, with your lawyer.
- Start with a paid discovery phase before committing to the full build.
The scorecard below is illustrative. It assumes a 120-bed multi-specialty hospital that needs Gujarati and English pages, a doctor directory and slot display from its hospital management information system (HMIS). The weights and scores are examples, not benchmarks.

Agency B is cheaper and stronger on integrations. Agency A still wins, because ownership and live proof carry more weight than price for a site you will run for years.
When you are ready to compare specialists, put our healthcare website development services through the same criteria as every other shortlisted agency.
If you are shortlisting partners, Raqbash's in-house team in Ahmedabad starts every healthcare project with a written scope and an itemised estimate, before you commit. We sign your NDA first, and the code, designs and production cloud accounts belong to you. We build in two-week sprints with a working demo at the end of each, give you one named point of contact, and stay on for monitoring and support after launch. To get an estimate against your own requirements, share them through our project intake form.
