Key takeaways

  • A first healthcare app in India costs an indicative ₹9 lakh to ₹20 lakh and takes 12 to 18 weeks; a multi-hospital platform starts around ₹45 lakh.
  • India's DPDP Rules give organisations an 18-month phased timeline, and DPDP Act penalties reach ₹250 crore for weak security safeguards.
  • New personal Google Play accounts need 12 testers for 14 continuous days before production access.
  • Running costs start at launch: store fees, video minutes, annual Android updates and maintenance.

Healthcare app development in India typically costs ₹9 lakh to ₹20 lakh (₹900,000 to ₹2,000,000) for a first version. A platform with doctor apps, video consults and integrations costs ₹20 lakh to ₹45 lakh, and a multi-hospital system starts around ₹45 lakh. These are indicative 2026 ranges tied to a written scope, and they are what a healthcare app development company should be able to explain line by line.

A healthcare app is a mobile app that handles patient bookings, consultations, records or monitoring, so it processes health data under Indian law. That fact explains most of the price gap with an ordinary consumer app.

How much does healthcare app development cost in India?

Healthcare app development cost in India falls into three indicative bands in 2026. A minimum viable product (MVP) costs ₹9 lakh to ₹20 lakh, a growth-stage platform ₹20 lakh to ₹45 lakh, and an enterprise build ₹45 lakh upwards. Where you land depends on how many apps you need, what they connect to, and how much compliance work they carry.

Indicative ranges from Raqbash delivery work, India, 2026. Not a quote.

The cost bands above assume a cross-platform build, meaning one Flutter or React Native codebase for both stores, plus one backend and a web admin panel. They exclude store fees, cloud usage, video minutes and post-launch support, covered further down.

Dollar figures use ₹95.2278 per US dollar on 28 October 2026 (opens in a new tab), the FBIL reference rate published by the Reserve Bank of India.

The bands are wide because "a healthcare app" can mean one clinic booking app or four connected hospital apps. If you are already shortlisting vendors, our healthcare mobile app development services page lists what each band includes, so you can scope against it.

What does each type of healthcare app cost?

Each type of healthcare app has its own indicative cost in India. A patient booking and records app costs ₹9 lakh to ₹20 lakh, a telemedicine consult app costs ₹12 lakh to ₹20 lakh, and a multi-hospital platform starts at ₹45 lakh. The jump between rows comes from extra apps, live video and system integrations.

Indicative ranges from Raqbash delivery work, India, 2026. Excludes store fees, cloud and support.

All India Radio reported on 6 October 2026 that the national telemedicine service eSanjeevani had crossed 50 crore (500,000,000) teleconsultations (opens in a new tab) across India.

A telemedicine service usually needs three apps: patient, doctor, and a web panel for verifying doctors and running payouts. First quotes most often underestimate that operations panel. For a breakdown of all three, see our telemedicine mobile app development page before you request quotes.

What sits inside a healthcare app quote?

A healthcare app quote bundles seven lines of work into one number: scoping, design, app and backend, integrations, security and compliance, testing, and store release. Five appear in any app quote. Integrations and compliance grow much larger in healthcare, and that is where two quotes for the same brief usually split.

  • Discovery and scoping

    What it covers
Screen list, data model, written scope
    Why healthcare makes it bigger
Clinical workflows need doctor and front-desk sign-off
  • UI and UX design

    What it covers
    Wireframes, prototype, design system
    Why healthcare makes it bigger
Users range from young patients to elderly ones on low-end phones
  • App and backend

    What it covers
    Screens, accounts, business logic, admin
    Why healthcare makes it bigger
Roles for patients, doctors, staff and admins
  • Integrations

    What it covers

Line items as Raqbash scopes healthcare apps, 2026.

Our guide to mobile app development cost covers the general line-by-line split for any app, which you can use as the baseline.

Raqbash built a telemedicine platform with video consultations for a multi-specialty clinic network. It needed booking with reminders and payments, low-latency video with in-call chat, digital prescriptions and downloadable records. Each is a separate integration with its own failure cases, and none shows up on a wireframe.

How do the DPDP Act and CERT-In rules change the cost?

The Digital Personal Data Protection Act, 2023 (DPDP Act) and the CERT-In Directions turn compliance into build work. A healthcare app needs consent screens, a way to handle data requests, breach alerting and logs kept in India. Each one is a screen, a backend job or a cloud setting to build and test.

India's DPDP Rules provide an 18-month phased compliance timeline (opens in a new tab), according to a Press Information Bureau (PIB) summary of 14 November 2025. The same summary says Data Fiduciaries must answer access, correction and erasure requests within a maximum of 90 days. A Data Fiduciary is the organisation that decides why and how personal data is processed, so for your app that is you, not your developer.

The DPDP Act, 2023 allows penalties of up to ₹250 crore (opens in a new tab) (₹2,500,000,000, about US$26.3 million) for failing to keep reasonable security safeguards. That ceiling comes from a PIB backgrounder of 17 November 2025.

Some healthcare app compliance duties already apply today. The Indian Computer Emergency Response Team (CERT-In) Directions of 28 April 2022 require cyber incidents to be reported within 6 hours (opens in a new tab) (PDF) of noticing them. The CERT-In Directions also require logs of information and communications technology (ICT) systems to be kept for a rolling 180 days within Indian jurisdiction.

In the build, those rules become specific tasks:

  • A plain-language consent notice at sign-up, with consent stored per user
  • In-app screens to view, correct and delete personal data
  • An admin workflow that tracks rights requests against the 90-day limit
  • Audit logs of who opened which record, kept in an Indian cloud region
  • Alerting fast enough to meet the 6-hour CERT-In clock

The dates on which each DPDP duty starts are set out in our guide to healthcare website compliance in India. The same rules apply to an app.

Telemedicine adds a second rulebook. A 2021 PIB release explains that the Telemedicine Practice Guidelines issued on 25 March 2020 (opens in a new tab) cover informed consent, medical records and patient data security. They also cover the technology platforms that carry consultations. In practice, the app records consent, keeps consult notes and shows patients a registered doctor.

The OWASP Mobile Application Security Verification Standard (MASVS) (opens in a new tab) gives a testable baseline for mobile security and privacy controls. Ask every vendor whether their testing maps to it.

Do you need ABDM integration, and what does it add?

Ayushman Bharat Digital Mission (ABDM) integration lets your app create or link a patient's Ayushman Bharat Health Account (ABHA) and share records with consent. Most private apps can launch without it. For hospital platforms that want it, it usually moves the build into the enterprise band.

A Press Information Bureau (PIB) backgrounder of 6 July 2026 reported over 93 crore (930,000,000) ABHA accounts (opens in a new tab), with over 104 crore (1,040,000,000) health records linked to them.

Sunil Kumar Barnwal, CEO of the National Health Authority (opens in a new tab), said on 22 May 2026 that ABHA-linked records give citizens "secure and consent-based access to their health information".

ABDM work needs ABHA creation and linking, consent-based sharing, and record exchange in Fast Healthcare Interoperability Resources (FHIR) R4, the HL7 data standard ABDM uses. It also needs sandbox testing and approval steps that your organisation completes with the National Health Authority.

What do Apple and Google require before a health app goes live?

Apple and Google both review health apps more closely than ordinary apps, and both add steps outside your build estimate. Plan for store review, a Google Play health declaration and, on a new personal Google account, two weeks of closed testing.

Apple says App Review typically reviews at least 50% of submissions in less than 24 hours (opens in a new tab) and 90% in less than 48 hours. The real risk is rework after a rejection, because Apple scrutinises medical apps more closely.

Google charges a one-time US$25 registration fee (opens in a new tab) (about ₹2,400) for a Play developer account. Personal accounts created after 13 November 2023 must also run a closed test with at least 12 testers opted in for 14 continuous days (opens in a new tab) before applying for production access.

  • Apple App Review

    What it requires
Compliance with App Store Review Guidelines
    What it costs you
    Days, plus rework if rejected
  • Google Play account

    What it requires
    US$25 one-time fee
    What it costs you
    About ₹2,400 and identity checks
  • Google Play closed test

    What it requires
    12 testers, 14 continuous days
    What it costs you
Two weeks minimum on personal accounts
  • Google Play health declaration

    What it requires
    Declaration form, privacy policy
    What it costs you
    Documentation time before release

Google Play's health policy requires regulatory proof or a disclaimer (opens in a new tab) for apps offering medical functionality, and every health app must complete the Health apps declaration. The same policy says transactions for regulated clinical services should not use Google Play's billing system.

Apple has a similar consult-fee rule. Under guideline 3.1.3(d), real-time one-to-one services such as medical consultations (opens in a new tab) may use purchase methods other than in-app purchase. A one-to-one video consult can therefore be paid through Unified Payments Interface (UPI) or cards, which protects your margin. Group sessions must use in-app purchase.

How long does a healthcare app take to build?

In India, a healthcare app takes 12 to 18 weeks for a first version and 5 to 9 months for a platform with doctor apps and integrations. Enterprise builds run 9 months or more. These timelines are indicative and assume your team answers questions within two working days.

The weeks go into five phases:

  1. Scope clinical workflows with doctor sign-off.
  2. Test a clickable prototype with real staff.
  3. Build in two-week sprints.
  4. Run security and real-device testing.
  5. Submit to the stores and run closed testing.

Integration access slips most often. A hospital system vendor who is slow to share API keys delays every feature that depends on them.

What does a healthcare app cost to run after launch?

A healthcare app's running costs start on launch day. Budget for store fees, cloud hosting in an Indian region, video minutes if you offer consults, annual platform updates and a maintenance plan. Maintenance typically runs at an indicative 15 to 20 percent of the build cost a year.

Illustrative example. A clinic network runs 3,000 telemedicine consults a month, each 15 minutes with two participants. 100ms bills per participant, so that is 90,000 minutes, or 80,000 billable after the free tier: about US$320 (₹30,500) a month.

  • Build: telemedicine consult app

Build plus first 12 months (indicative)
    ₹12 lakh to ₹20 lakh
  • Apple membership, one year

Build plus first 12 months (indicative)
    About ₹9,400
  • Google Play registration, one-time

Build plus first 12 months (indicative)
    About ₹2,400
  • Video minutes, 12 months

Build plus first 12 months (indicative)
    About ₹3.7 lakh
  • Maintenance plan, 12 months

Build plus first 12 months (indicative)
    ₹1.8 lakh to ₹4 lakh
  • Total before cloud hosting and messaging

Build plus first 12 months (indicative)
About ₹17.6 lakh to ₹27.8 lakh

Illustrative calculation using the assumptions above. USD at ₹95.2278.

In this scenario, first-year running costs add roughly 40 to 47 percent to the build cost. Video volume is the line that grows with success.

What makes a healthcare app estimate move?

A healthcare app estimate moves when a late decision reaches back into finished work. In our experience, six decisions cause most of the movement: hospital system access, extra roles, instant consults, medical devices, ABDM and specialties. Each one is cheaper to settle during scoping than mid-build.

  • A hospital system without a usable API. Older software may need a scheduled export instead.
  • Adding a doctor app after the data model is set. A second role touches every screen and every endpoint.
  • Instant consults instead of scheduled ones. Real-time matching needs queue logic.
  • Bluetooth medical devices. Each device type needs its own testing.
  • ABDM integration added late. It changes how records are stored.
  • More specialties and languages. Mental health, paediatrics and dermatology each need different intake forms.

Device work is the clearest example. Raqbash built a remote patient monitoring app for a chronic-care provider that syncs Bluetooth blood pressure, glucose, SpO2 and weight devices. It routes threshold alerts to the right clinician, and each device type needed separate integration and testing.

How do you compare quotes from a healthcare app development company?

Compare quotes from a healthcare app development company by asking every vendor the same six questions, in writing, before you look at the totals. Two quotes that differ by three times usually describe two different products, and these answers show where the scope differs.

  1. Which of the seven line items above is included, and which is excluded?
  2. Which integrations are in scope, named one by one?
  3. How does the app handle DPDP consent, rights requests and logs kept in India?
  4. Is the build native or cross-platform, and where are native modules needed?
  5. Who owns the source code, the store accounts and the cloud account?
  6. What will the app cost to run and maintain each year?

A quote that mentions HIPAA, a US law, but not the DPDP Act was written for a different market.

Raqbash's security, NDA and IP ownership terms show one way to write code and store-account ownership into a contract.

Working with a healthcare app team in India

An India-based team gives Indian buyers a shared time zone and working week, and buyers in the UK, Europe and the Gulf get same-day answers.

If you want to compare vendors on capability before cost, our mobile app development services cover iOS, Android and cross-platform builds, including store submission and post-launch support.

Raqbash approaches healthcare apps the way this article assumes. We scope before we price, so your estimate is tied to a written screen and integration list, and doctors and front-desk staff test a clickable prototype before code starts. Delivery runs in two-week sprints with a working build each time and a named point of contact, and after launch we handle OS updates and monitoring. To get a written scope for your app, start your healthcare app project.
